Our brief passage finds us in the middle of a larger context (chapters 4 & 5) that deals with oppression and religion and wealth. All of this, under the sun. All lived in a world and lived in way where God is minimalized and even ignored. Really, to live under the sun (Eccl.) is to live the life of a practical atheist. "I'll grab mine, and I don't need God's help!" King Solomon is looking for meaning and significance. The aging ruler pauses to wrestle with the problem of poverty and injustice, which he finds everywhere. Here is what the wisest man of his day is going to tell you this evening:
Don't be shocked when injustice arises. 1.) Corruption is a fact of life, under the sun (v.8). 2.) Bureaucracy is the best you can expect, under the sun (vv.8-9). 3.) There is a better answer, but not under the sun.
