Of course that is why the Bible mentions 'modesty', because fallen men will indeed have a problem with lust IF women are dressed so immodestly!I won't call it an 'average' church but what do you think when you see Christian women with tight fitting tops and much cleavage on display and skirts so short that they ride up to the high thighs when seated displaying more than any dare mention. Women in the latest leggings just because it is 'the fashion' and that would be the Pastor's wife.
I wonder why the Victorians wore dresses to the ankles and how unfashionable when we look through 21st century eyes! It would be hard to lust after a woman in such a skirt, but let us be honest if the skirt is up the thighs and the pants are skin tight, then surely the woman has a moral problem never mind the man with his heart and eyes of lust?
Many women simply 'love the world' and follow worldly fashions, hence they wear leggings that look like women's tights. Would they have gone out in just their tights 5 years ago? 
But it is the fashion!
Methinks that is the problem with some 'Christian' women, the fashion magazine and worldly TV and media is their guide, not their Bible, or chaste and godly church members who are probably elderly ladies in their own church!
