There is a righteous kind of judgment and an unrighteous kind of judgment. Paul is not here prohibiting all kinds of judgment, but he is prohibiting a certain kind. Namely, the kind of judgment that occurs when one Christian wrongly and uncharitably condemns the convictions of another Christian. This was happening in the church of Rome, and Paul gave strong words. Your brother answers to Christ, not you. Stop judging him. We need to hear this message today just as much as the church at Rome needed to hear it in the first century.
