The establish cities of Refuge and Cities for the Levites. The cities of refuge were for a safe place to go to if some one was murdered or killed by accident. The leaders in the city would investigate and seek to determine what happened. The person was safe there until the judgement was made. No one could harm him when he was in this city. The Levites did not have a portion of land for themselves and where given cities & land by the 12 tribes to provide for their needs. So they were beginning to live by the law that God had given and deal with issues as they arose and learned to give to others as God had been generous and gave to them.
