Isaiah is given a word (a message carried by an ambassador of the king to a foreign power) for Judah and Jerusalem. God prefaces the message with a vision of the Mountain of the House of the Lord (vv. 2–4), a verbatim passage found in his contemporary Micah (4:1-3). This passage points to a spiritual Zion and Jerusalem that is superior in every way to its earthly counterpart.
This sets the stage for the Lords rejection of Judah and pronouncement of Judgement against her for her sins: the corruption of her worship; the corrosion of her economy; and the collapse of her pride.
