Paul is concerned about transforming the Cretan from what they were into fruitful citizens of the Kingdom of Christ.
The whole letter is geared towards teaching Titus how to achieve that end.
e.g. In chapter 3, Paul highlights how the members of the church should conduct themselves (v. 1-2), what they were in the past (v. 3), what Christ have done for them (v. 4-7), how they must maintain good works (v. 8), what they must give up (v. 9).
