The word "muse" means to think, so here the David was thinking. However if you add the letter "a" before the word muse you get amuse. By adding that little letter you are actually add "not to" in front thus making it, "not to think". We go to amusement parks to escape our everyday lives, to have fun, and not think about life for a while. David had the right idea until the middle of the second verse when he held his peace even from good. He had gotten so used to not thinking about what was going on around him do to all the sin that he got comfortable with the concept and even when he should be doing something now he wasn't.
