Really, he claimed it on two different occasions. The principle applies, allegiance to your country does not negate allegiance to your Savior. Peter and James did not renounce their jewish citizenship, they simply advised the sanhedrin they ought to obey God rather than man. Note, Acts 4 precedes Acts 10 (where Peter affirmed his allegiance to the jewish religion)
