In Num. 9:17-19 we see the Practice of Jehovah is waiting with patience and their is times we stop and wait on the Lord.In Num. 9:23 we see the principle of Jehovah which mean we are to obey God and when God says something we are to follow Is leads of clouds and pillars of fire. The cloud of God's presence hovered, settled, rested, dwelt above the Tabernacle. The Hebrew word is shakan or sakan. This was the Shekinah Glory, the very glory of God dwelling in the midst of His people. The Shekinah Glory was the cloud that symbolized God's holy presence. It was the very cloud that had guided Israel out of Egypt and that was to rest upon the Tabernacle as long as His people remained totally obedient to Him.
