I understand your original point Mike but am frustrated at the lawless politicians,including the fraud in the White House, that only use those definitions when it suits there own purposes. When the Constitution is inconvenient to them it is ignored.
They should not end funding, they should close them down and imprison them for murder. God will not bless a nation who sanctions this slaughter of the most innocent.
