Not trying to argue over words here, but reformed is very different from what the Scripture you quoted actually says. We have to be wary not to underestimate the depravity of mankind. We arent weakened and defeated by sin, but in fact dead in trespasses and sins. It's not reform that man needs but life from the dead, and that life is in Christ. Its not reforms of the heart that take place, the Holy Spirit quickens, makes alive. Where once there was spiritual death, by grace through faith are we made alive. It's a new heart and a new spirit and a new creation. "It is the Spirit who gives life, the flesh is no help at all. The words I have spoken to you are spirit and life." It is through the gospel that the Holy Spirit works to make people alive to God for good works and for his glory. Praise God for his grace and mercy to such undeserving sinners who could not of themselves be saved!
