It has always struck me as odd that verse 21 comes at this point in the chapter. Could it be that verse 21 is abortion related, whilst verse 22 is sodomy - and both appear from the same evil societies?

The trouble with this speculation is the "link" part of the sentence. We haven't seen the conclusive evidence of - wrong food = unhealthy - right food = healthy - yet.
I have seen actual evidence of healthy lifestyle being just as smitten by heart attack as (perceived) unhealthy lifestyle.
We are led to believe that todays science departments have all the answers, but when we read the actual wording of their declarations of the better way, we find a distinct dubiety in the verbiage.

1) I have to disagree with you here. The "sword" alludes to the justice and punishment system of administration, held by government to deal with criminals.
2) I think the word you are looking for here is "penal system"
